Does a ^L fix it?  What was in the area where there is no scroll bar?  
Another buffer?  Or did the frame change size?  Does this occur with 
any other Emacs build, for example, Lucid or GTK with native scroll 
bars (--without-toolkit-scroll-bars to configure)?
