I didn't claim that `make bootstrap' works, I only said that it *should*
work.  I.e. if it doesn't, it's not because of the lack of DOC but because
of a bug/problem elsewhere.

Hmm, why does the compilation of vc-dav.el fail when the DOC file
is missing?  That seems like it's the problem.
