re-builder visibility

Symptoms:

This is not really a bug, but a documentation / visibility problem. I
remembered having used re-builder in the past, but could not remember
it's name. I could not find it with the standard aproaches (I was
looking for something containing regexp):

o try to call a function M-x regexp-builder
o look for it in the help (info) file under the regexp chapter
o M-x apropos regexp does not show re-builder

Renaming, or better documentation of this extremely useful feature
would be great.
