fill.el contains non-ASCII characters without a coding cookie. They
should presumably be Latin-1 guillemets. I suggest adding the Latin-9
variants to the regexps (and making the file iso-2022-7bit).
Also `adaptive-fill-regexp' doesn't contain actual bullets. I suggest
adding `·•‣⁃◦'. (The first isn't actually a bullet, but is often used
as one.)
