I think the right answer is to make deactivate-mark buffer-local.
That might be right, but it is too radical for now.
There are hundreds of places that it might break, and surely
some of them will break.
You can always fix these problems locally by setting or binding
deactivate-mark in the particular place. WOuld you please fix it that
way?
