describe key ESC ESC: Args out of range

Symptoms:

When I enter M-x describe-key ESC, then wait 2 or 3 seconds and then press a
2nd ESC, emacs complains: Args out of range: "ESC escape", 0, 14
But if I follow with the 2nd ESC quickly after the first one, it works.

On a side note when I try M-x describe-key ESC ESC (wait a bit) and then
a 3rd ESC, the message buffer shows:
ESC ESC escape ESC ESC ESC
This looks a bit odd to me.
