Yes, I tried to start Emacs without a locale and with some other
locales, and for non-default locales standard-display-table is not nil.
Even though I use the default locale, I create standard-display-table
in .emacs to do many useful things with it, so I don't understand
arguments about demerits of creating standard-display-table at startup too.
