We are running into an ambiguity in the term "authority".  When you
first spoke about this, your words appeared to use the meaning "He Who
Must Be Obeyed".  Therefore I restated that GNU does not regard
standards as authorities in that sense.

Now, however, it seems you're using the word to mean "expert".  I
agree Unicode is an expert, and what it says is worth paying attention
to.
