Start with emacs -Q and type as follows:
M-: (setq overlay-arrow-position (point-max-marker))
Then, overlay arrow is displayed on every line
In GNU Emacs 22.0.50.1 (i686-pc-linux-gnu, X toolkit, Xaw3d scroll bars)
