  Every major mode defines a mode hook named `MODENAME-mode-hook'.
  The major mode command runs this normal hook with `run-mode-hooks' as

  omitted in the list below.

That talks about major modes and tooltip-mode is a minor mode.  But
the vast majority of minor modes have their own hook too.  None of
these minor modes hooks are currently listed.  (I guess that this
somehow should be mentioned in `(elisp)Standard Hooks'.)  If we would
list tooltip-mode, then there are tons of relatively more useful minor
mode hooks that should be listed too.
