Thanks for the reply! (ISTR?  Don't know that abbrev.)

IMO it should be documented and there should be variable that allows 
a return to the previous functionality if so desired.

I suppose with some devious manouvering it might be possible to advise 
find-file and find-file-read-args to get the desired effect, but that's a 
terribly roundabout method.

The user who complained about this to me mentioned having to retrain 
decade-plus muscle memory.
