Invalid face reference: mode-line-highlight

I get these face errors all the time.
Finally I noticed something that sets them off.
Starting Emacs with -q I immediately turn on
debug-on-error but it doesn't help.
I switch to the *Messages* buffer to see when
the error occurs.
Floating the mouse over the buffer name on the
mode line is one thing that will cause the error
but I get no backtrace.
Other things cause the error too but I've not
spent any time isolating them.  It was hard 
enough to find this one reproducible instance.
