Infitite recursion in indentation

Emacs goes into an infitite recursion when trying to indent a buffer
that ends with a semicolon on a line by itself (in lisp mode).

Start emacs -Q (buffer is empty)

Insert a semicolon and press TAB

  =>  Variable binding depth exceeds max-specpdl-size
