`mode-line'
This face is used for the mode line of the selected window, and for
menu bars when toolkit menus are not used--but only if
`mode-line-inverse-video' is non-`nil'.
`C-h v mode-line-inverse-video':
This variable is obsolete since 21.1;
use the appropriate faces instead.
nil means display the mode-line/header-line/menu-bar in the
default face. Any other value means to use the appropriate
face, `mode-line', `header-line', or `menu' respectively.
>From the sound of it, the current behavior of the `mode-line' face depends
on an obsolete variable.
