This looks like a bug in Motif. Button 2 starts a drag for drag and drop, but it seems that menu traversal messes things up so the pointer and keyboard is grabbed but never released. The icon you see is the Motif drag and drop icon. I can reproduce this bug in other Motif applications, so it is not an Emacs bug. But as a workaround I have disabled button 2 for the menu bar, please try it.
