Problem with exit prompt

1. emacs -q
2. C-f foobar
3. Type some text in foobar
4. Click the window-manager close button (X in upper right on Windows).
You get a menu with a prompt: Save file c:/..../foobar?
menu:
Yes
No
Quit
Save Buffer and Quit
Save All Buffers
Display the Current Buffer
Show Difference to Last Saved Version
Neither "No" nor "Quit" does anything. (BTW, what is the intended
difference between them?) You cannot exit Emacs this way, apparently.
In GNU Emacs 22.0.50.1 (i386-mingw-nt5.1.2600)
of 2005-06-26 on NONIQPC
