No, the original intention was that all three parts would be shown.
Emacs only recently has provided an option not to show it (which is
enabled by default).

   Using the prefix GDB still means that the entries spill over an 80
   column line for these buffers in this case.

If Info-hide-note-references is nil (and many people who use Info
extensively set it to nil), Emacs shows all three parts.  The
standalone Info reader, and other Info readers, always shows all three
parts.  All currently released Emacs versions always show all three
parts.  So it is important that menus do not look messy when all three
parts are shown.

Solutions are to only use two parts (that is ideal, then there is no
difference) or to split the third parts into multiple lines when
needed to prevent overflow if all three parts are shown.
