C-V is disturbed by long lines

Dear Emacs makers,

a problem found in
GNU Emacs 21.3.50.2 (powerpc-apple-darwin7.0.0) of 2003-11-14 on 
marx.local
GNU Emacs 22.0.50.1 (powerpc-apple-darwin7.9.0) of 2005-08-06 on 
trio.local
but not in
GNU Emacs 21.3.1 (i386-redhat-linux-gnu...) 2004-10-18.

C-V (pager-page-down) is disturbed by long lines (it goes too far).

Open test sample. Go to top, check last line. Try C-V. You have gone 
further than last line.
