debugger changes windows with every `d' command

emacs -q
M-x debug-on-entry <whatever>

Step through the execution using `d'.

At each `d', the debugger window changes places. First, it is the top
of the two windows, then the bottom, then the top, then the bottom,...

This makes it unnecessarily difficult to follow. You want to keep your
eye in the same place, but you cannot. You must rescan the debugger
buffer at each `d'. Very annoying!
