tramp sudo:: and version control on RCS root controlled files

Symptoms:


When I want to modify a file owned by root and RCS controlled through the
tramp sudo:: method, Emacs think it does not have to do the check out and
triggers a steal-the-lock procedure.

May be Emacs just test that it has write access on the file (as root, it
can write anything) to decide the file is locked for editing instead of
asking RCS ?

This bug is also in Emacs 21 but I think the great new Emacs version could
afford this to be fixed. :-)
