Just an idea: how about filling such gaps with the following colors?

  * Default background
    - Leftmost left scroll bars in frames with no left fringe
    - Rightmost right scroll bars in frames with no right fringe
  * Fringe background
    - Leftmost left scroll bars in frames with left fringe
    - Rightmost right scroll bars in frames with right fringe
  * Vertical-border foreground
    - Otherwise

A kind of "retouched" screenshot is attached. The default
vertical-border foreground might be too strong for this case.
