      I'm guessing that this case-table has the 
    Turkish translation enabled, based on the number 73 occurring the same 
    number of times (five) as when I load my initialization files.

It can't be entirely enabled, since I does not downcase into
lower-case-dotless-i.  But I think lower-case-dotless-i upcases into
I.  That is what leads to the anomaly of the extra 73 in the 73 slot 
(but that slot doesn't matter, since the upcase table is never
applied to uppercase letters).
