I just realized I forgot an important piece of information:

The problem occurs with `emacs --no-init-file' only if you first evaluate

(global-font-lock-mode 1)
I also noticed that at least as of june 22, when I last built Emacs, font-locking in conf-mode is not what it used to be.  Alas I currently have no time to debug this.
