Just my 2 cents on this. I have no idea of the issues involved with fixing
the problem. But...

I find the current perl-mode highlighting more detrimental then useful. On
almost every file I edit in perl-mode it gets really confused and I spend
more time trying to make it work right then doing the code changes.

Highlighting and code indenting breaks as well as items that highlight and
then dehighlight as you type.

There is also some cases in verilog-mode that don't work quite right but it
is acceptable.
