mark not set properly all the time

Symptoms:

I have seen times where I don't believe the mark is been seen by the
string-rectangle function. Unfortunately I haven't figured out how to
reproduce it. It does happen a few times a day for me.

This is one way I have seen it fail. I will move to a point in a file, then
use CNTL-END to go to the bottom and then press a key I have programmed to
string-rectangle. It will save the mark is not set now. Here is the
*messages* lines of when it did it right before me writing this

Mark set [2 times]
list: The mark is not active now [2 times]

I then do c-x c-x and the point and mark swap places. I do the
string-rectangle and it works right.

I believe I have tried to press the string-rectangle key a second time when
it fails and it still does not work.

I'll keep trying to reproduce it but hopefully this will be enough.
