tooltip can be displayed outside the screen

Hi,

I have just noticed tooltip can misplace itself and be shown
partly/entirely outside the X window system screen, especially
when Emacs frame is placed near the edge of the screen.

Emacs 21.3 does not seem to cause the problem.

To show exact phenomenon, I'll attach two images, one shows
misplaced tooltip on Emacs 22.0.50, the other shows well placed
tooltip on Emacs 21.3.
