I can't reproduce this on either 21.4 or CVS from 1 March on Windows XP.
GNU Emacs 22.0.50.1 (i386-mingw-nt5.1.2600) of 2006-03-01 on
TONKOTSU-RAMEN
It must have been fixed then. Sorry for the wild-goose chase.
It's good that old bugs like this have been corrected in Emacs 22. Should be
a good release!
