Quitting Help window doesn't really work

I suppose this is more of a feature request than a bug.

It seems to be conventional in Emacs to use `q' to quit many read-only
buffers or windows (e.g., Dired, Info or Apropos).  But in *Help*
buffers this doesn't always work:

$ emacs -q

C-h k a C-x 1 C-x 4 b * H e l p * RET q

and the *Help* window doesn't go away.  This is annoying because it's
inconsistent with itself and unpredictable (it often doesn't work, but
when it does, it's very nice).  So it breaks the "flow" in using
Emacs.
