I don't think it's a bug: you do live in Swedish locale.

Yes, but why do you think it's a problem? Swedish locale implies
Swedish language, doesn't it?

I think just setting LC_MESSAGES should be enough, but perhaps the
Windows port of makeinfo doesn't work 100% like it does on Posix
systems. Maybe it will help to read the Gettext and libiconv docs, or
ask on the relevant mailing lists about Windows-specific aspects.
