mouse pointer changes to I-bar over menu items

Open a file in one frame. Open another, writable file in a second frame.

In the second frame, open a menu-bar menu. Sometimes the mouse pointer
changes to an I-bar when you are over the open menu. This can happen a
lot or a little - you might not see it at all. I haven't been able to
find a 100% reproducible recipe.
