It may do that in the future, but for emacs 22.x, the border cannot be
larger than the additional space added to the tool-bar to make it
an integral multiple of the frame's default line height (due to
limitations of the redisplay engine).  I.e. the area occupied
by the tool-bar + border is always the same.

That was a bug.  I have installed a fix.
