It was never fixed before today, AFAICS.  The problem was that
fringe.elc was not in the list of files that get passed to
make-docfile, so the doc strings simply were not in DOC and DOC-X.  So
it couldn't be an intermittent problem.

My guess is that this was broken since February, when fringe.el became
preloaded.  I don't know how could this work for you with April 26
CVS, unless I'm missing something.
