If you look at the last target in Makefile.in you'll see lines like:
-(cd man && $(MAKE) $(MFLAGS) clean)
are already there.
Now that doesn't prove that it's portable, but it shows that someone
at one point thought it was.

I don't know enough about the portability of && to tell whether such a change can be done. Anyone?
