    This issue has come up several times in the recent years.  Fixing it
    is non-trivial.

    Emacs 20 had a different (simpler) display engine, which didn't need
    to cope with variable-size fonts, and supported fewer toolkits (which
    influence the menu bar display).

I'm not sure what you are saying. Are you saying that it will difficult to
fix this regression, or are you saying that it won't be fixed?

Reading the previous thread two years ago, no one mentioned implementation
difficulty, I believe. The question then was only about what the behavior
should be. AFAICT, the decision was to fix this, but not just then, because
of the "impending" release.
