C-S-backspace distinguishes betweeen left and right cntl

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

(left)control-shift-backspace always executes kill-whole-line as
expected.  Also C-h k (left)control-shift-backspace shows
kill-whole-line.

However (right)control-shift-backspace needs to be pressed twice
before the lines is deleted and C-h k (right)control-shift-backspace
needs to be pressed twice before the key is described.
