I don't know if the user will have standards.texi as it's not part
of the Emacs distribution so I think referencing the Web pages is useful.
I'll mention the Info manuals too.

OK.

NEWS says:

When you add a new item, please add it without either +++ or --- so we will
look at it and add it to the manual.   ^^^^^^^

i.e just add the item

Actually I've mentioned "GNU Emacs Internals" but I'll add "Tips".
