It seems to say to me that someone else will judge whether it needs to be
documented.  I'm just getting CONTRIBUTE started, not maintaining it.
You're listed as Project Admin on Savannah, so it seems right for you to
make the changes that you think are appropriate.  Likewise with mentioning
FOR-RELEASE.
