It's beginning to sound like the image libraries are somehow faulty. I assume you are using a Cygwin build of these libraries, yes? Can you try using a different version of the Cygwin port of those libraries?
downgrading the jpg library one version, and then make clean and make didnt make a difference. also, same problem occurs with gif files, so could this be a problem with all image libarries? can this be some needed cygwin specific code in the definition of clear-image-cache, (admittedly I have no idea what or where that code is...)?
