But I thought the discussion on this list concluded at the very least that
"Application Data" wasn't such a good choice for ~.  It may be good for
~/.emacs¸ but ~ is used for a lot more.  E.g. It's used to access your files
and things like that.  I guess you can use ~/../Desktop, but it's
rather non-obvious.

%USERPROFILE% may not be perfect, but it generally has the desirable
property of being the longest common prefix of the various other
interesting places.
