delsel: undo in region should revert to global when region is empty

Apparently, the problem only occurs in delete-selection mode.

emacs -Q
M-x delete-selection-mode
Type, in some buffer:

jjjjj kkkkkkk

Select the k's. Type mmmmm, to replace the k's:

jjjjj mmmmm

C-x C-x to make the region active. C-_ to undo (repeat). After the
undo for the region is exhausted, it continues to say No further undo
information. It would be better for undo to continue with the global
undo - perhaps after one display of No further undo information.

As I said, this doesn't happen unless you are in delete-selection
mode, so it presumably is not intended behavior.
