I think this is not relevant unless you open those pieces of text as files.
I also receive windows-1252 email pretty often (and often incorrectly
labelled as latin-1) but I have never opened a text file using window-1252.
The windows-1252 labelling in the Content-Type header makes
preferred-coding-systems unnecessary. And to deal with the problem of
mislabelled email, I simply tell Gnus to decode all latin-1 email as if it
was using windows-1252.
