*Now* I finally understand! And loading an Elisp file with some fontsets configured and choosing the right one I can see the Thai characters!
Sorry for wasting your time!(Which makes me think of not launching GNU Emacs with -Q in future but with -Q -l <a bit of Elisp code> ...)
