No, Windows doesn't support Posix timezoneinfo data bases.  It has its
own information in the Registry, which is usually (maybe always) only
for the current year.

I guess, if Emacs needs the timezone database, we could distribute
tzdata and some of the code based on tzcode with Emacs, for those
platforms that don't have it as part of the OS.
