I believe he used `message-send' from `gnus/message.el'.  The error
comes from the GNKSA (Good Net-Keeping Seal of Approval) check
`multiple-copies':

As the report is not precise, I don't know if he should add
`multiple-copies' to `message-shoot-gnksa-feet' or if there's a
different problem.  AFAIK, Gnus doesn't have any builtin capability
for moderating Usenet group, cf. (info "(gnus)Moderation").
