It applies to these commands:
find-alternate-file find-alternate-file-other-window find-file
find-file-existing find-file-literally find-file-other-frame
find-file-other-window find-file-read-only
find-file-read-only-other-frame find-file-read-only-other-window
It doesn't (but possibly should) apply to these commands:
insert-file insert-file-literally recover-file
recover-session-finish recover-this-file revert-buffer
Also, when I see "File ... changed on disk. Reread from disk? (yes or
no)" and answer "yes", the file is read in without its size being
checked.
