show binary junk in hex not octal

In contrast to my usual bug reports, I think it would be very useful
if you implemented a way for emacs to optionally lift its display of
binary junk (\322...), from the octal age

大樹下廣播電台\322^P\341)^D
大寶桑廣播電臺\322^P\365^U^D
女性生活廣播電臺\322^P\231^K^D

into the hexadecimal age. Furthermore, add options allowing one to see
^D or \x04 or whatever representation...

You might wonder why I don't just use a binary editor. Well that would
surely mangle the Chinese... but anyway there I am looking at almost
what I want in the *compilation* buffer, except that I am like staring
at like 1950's octal codes when I could be staring at hex. Well why
don't I just pipe it thru ..., well that would mangle the Chinese.

Furthermore, did you know I had to type the above \322 stuff in by
hand, lest I embed raw stuff in this message. So emacs should also
have a mode to emit that stuff in ASCII.
