I used the Windows GUI, initially to see exactly what the permissions where, 
and then to change them, i.e. in Explorer, right-click on the file and 
select Properties then Security tab.  If this happens again next time I 
rebuild on that machine I will investigate a Windows command for setting the 
correct permissions, but off hand I don't know what it is.

That machine runs Windows XP Pro SP2 and I have administrator permissions.
