The ones that begin with a slash are the defaults you will see on any
platform.  The other two, those which begin with a drive letter, are
_Emacs_ installation directories, not _Info_ installation directories.
The native Windows build of Emacs adds them to the defaults.  (Btw,
the last one depends on where you actually install Emacs; on my system
it is _not_ "c:/program1/gnu/emacs/info/".)  For Emacs, we can be
quite sure about places where it is installed, but for Cygwin and
other programs we cannot, because then we would need to change them or
add a new place each time those other packages change their defaults.
