I thought I had  been pretty precise, but here's a
character-by-character (from C-h l) demonstration of how to open a
customize window, search for the 'state' button, hit return and then
f1 on it:

  $ emacs -Q
  <escape> x c u s t o m i z e - v a r i a b l e <return>
  c a s e - f o l d - s e a r c h <return> C-s s t a
  t <return> <return> <f1>

In GNU Emacs 22.0.92.7 (i686-pc-linux-gnu, GTK+ Version 2.8.20)
 of 2006-12-22 on trpaslik
