A problem here is that the Makefile doesn't know which of the DOC-*
files is the correct one to install, since that is determined by some
Lisp code in loadup.el, and not written anywhere that the Makefile can
easily get at it.
Strictly speaking, it would be more correct to install only the
latest one. If that can be done easily, we should.
But if it is hard to implement, let's leave it for after the release.
Would someone please add a comment explaining this problem and saying
"FIXME" at that point in Makefile.in?
